In the slums of Nairobi, the water supply is in hands of the water cartel. They steal the water from the government and sell it for a lot of money. Women who cannot pay are dealt with mercilessly. In the meantime, a Dutchman has come up with a solution, but will he able to bring about a change?
Series Description
The four part series Water Crime delves into the dark world behind drought and links the global water shortage to a crime scene including a victim, an eyewitness, a suspect and a perpetrator. A dead man in the Mexican desert, a Spanish toddler’s fatal fall into a well, a rape in Nairobi and explosions of a pipeline near a Greek island. Each episode in Water Crime shows a different place in the world where water disappears and moral dilemmas arise.

00:53.400 --> 00:57.960
The man you\'re about to see first,
Maishe is his name...
00:58.080 --> 01:01.040
is somewhat of a celebrity.
01:01.160 --> 01:05.280
The story is about depressed rainfall
in most parts of the country.
01:05.400 --> 01:09.480
A local celebrity, that is,
not in all of Nairobi.
01:09.600 --> 01:13.160
Why are you crying?
01:13.280 --> 01:18.160
But to us, he\'s very important.
And not because we love him so much.
01:18.280 --> 01:22.280
Look.
-Tell him to get a pipe.
01:22.400 --> 01:25.960
We have to know the price.
01:26.080 --> 01:28.760
He will take a look.
01:32.000 --> 01:34.800
...will result in low yields for farmers.
01:34.920 --> 01:42.920
Hello.
I will send someone over with the pipe.
01:43.040 --> 01:48.520
Maishe certainly is a loving father.
-Make sure he finds the water connection.
01:48.640 --> 01:52.480
But whenever I see him around,
I try to avoid contact.
01:52.600 --> 01:55.480
He\'s a so-called water criminal.
01:55.600 --> 01:58.960
I understand the north
is unfamiliar with the term.
01:59.080 --> 02:02.720
Water criminals are rampant here
and they have no shame.
02:02.840 --> 02:06.520
They don\'t even mind being
captured on film.
02:06.640 --> 02:12.120
episode 4
stolen water
02:50.280 --> 02:55.080
To understand water crime,
you should learn about the area first.
02:55.200 --> 02:59.040
And any questions about the area
should be addressed to me.
02:59.160 --> 03:03.000
My name is Clarice,
I\'m a community leader.
03:03.120 --> 03:06.760
I keep a close eye on everything
that goes on around here.
03:20.480 --> 03:25.760
Our neighbourhood is very boisterous.
The noise never seems to stop.
03:25.880 --> 03:29.800
Day in and day out,
year after year.
03:35.480 --> 03:41.080
My house isn\'t on the map,
nor is any other, for that matter.
03:41.200 --> 03:43.280
We live in a slum.
03:43.400 --> 03:50.040
Which is why our government won\'t install
an electricity grid or water mains.
03:50.160 --> 03:55.440
They\'re worried the slums will attract
even more people...
03:55.560 --> 03:58.680
wanting to use our scarce water resources.
03:58.800 --> 04:01.720
You could say
this is where the story begins...
04:01.840 --> 04:05.160
but I would rather start
in my hometown of Ugisha.
04:29.720 --> 04:34.840
The drought has caused a lot of damage.
I used to have a herd of 112 cows.
04:34.960 --> 04:38.200
But now I only have seven left.
04:38.320 --> 04:44.360
A lot of families left the countryside
and moved to the city.
04:44.480 --> 04:48.560
Either to end up begging for food
or to look for a job...
04:48.680 --> 04:50.680
as a security guard in Nairobi.
04:50.800 --> 04:56.240
We rely too much on our cattle.
If they were to die, I would be lost.
05:05.520 --> 05:10.080
I can already hear you think:
we know about the African drought.
05:13.000 --> 05:18.520
But I can see refugees flooding the city
of Nairobi just to escape desiccation.
05:25.800 --> 05:29.400
This is a vibrant
and self-reliant community.
05:35.880 --> 05:38.120
There\'s the butcher.
05:39.680 --> 05:41.600
The greengrocer.
05:41.720 --> 05:45.360
And the hairdresser
who can braid your hair.
05:45.480 --> 05:51.520
We also have wonderful tea,
but no one has a water tap in the house.
05:51.680 --> 05:57.480
I\'ll try to explain the effects by telling
the story of a woman named Quinter.
05:57.600 --> 06:02.400
She\'s an essential part of the story.
-Here I am, doctor.
06:03.960 --> 06:08.560
I\'m here to see you.
-Are you now? Okay. Come in.
06:16.280 --> 06:23.320
I find myself lying awake at night,
thinking about what happened to me.
06:23.440 --> 06:27.400
I just wake up with a start.
06:27.520 --> 06:33.480
I take a large glass of water
and go back to bed.
06:33.600 --> 06:38.240
You have to forgive yourself.
Because it was not your mistake.
06:38.360 --> 06:41.840
Every time I go by the tapping point...
06:41.960 --> 06:48.120
and see men around,
I have moments...
06:48.240 --> 06:54.160
when I\'m reminded of what happened.
It continues to haunt me.
06:55.800 --> 07:01.440
What happened to this woman has to do
with the water criminal we saw earlier.
07:05.160 --> 07:11.000
Allow me to properly introduce her.
The woman at the GP earlier is Quinter.
07:15.000 --> 07:18.520
She has a three-year-old daughter.
But this isn\'t her.
07:18.640 --> 07:21.640
This is the child of a patron.
07:21.760 --> 07:26.640
By the way,
this place serves the best Mandazi.
07:36.080 --> 07:40.760
It\'s already March.
The wet season usually starts in February.
07:40.880 --> 07:46.400
The season is almost coming to an end
and we\'re still waiting for rain.
07:46.520 --> 07:54.160
The drought is announced everywhere.
People should take precautions.
07:54.280 --> 07:59.800
I wonder what that\'s going to look like.
Water is everything around here.
08:01.360 --> 08:05.200
You have to use your earnings
to stock up on water.
08:05.320 --> 08:10.720
Water is very expensive, you can\'t just
ask your neighbours for some.
08:10.840 --> 08:14.040
Sometimes the tap is completely drained.
08:18.640 --> 08:22.720
I keep a close eye on Quinter,
especially outside of work.
08:22.840 --> 08:25.520
She experienced a horrific trauma.
08:25.640 --> 08:30.640
Despite having a job and income,
she struggles financially.
08:30.760 --> 08:36.200
And it\'s best not to have debt in Mathare.
Least of all with the water cartel.
08:44.600 --> 08:46.920
This is Barros.
08:47.040 --> 08:51.480
Barros does as he pleases.
He names the price of his water himself.
08:51.640 --> 08:53.920
Water he stole from the government.
08:54.040 --> 08:57.840
Barros is a crook,
charging usurious prices for his water.
08:57.960 --> 09:00.960
Sometimes up to five times
the usual price.
09:07.800 --> 09:12.720
Sure, I\'m part of the water cartel.
That\'s 100% true.
09:12.840 --> 09:18.040
Because my water isn\'t regulated
by the government.
09:18.160 --> 09:22.600
I steal water from government pipelines...
09:22.720 --> 09:26.080
and resell it.
09:26.200 --> 09:33.880
So I can\'t really say
I\'m on good terms with the government.
09:35.920 --> 09:39.840
You may wonder:
how does anyone steal water?
09:39.960 --> 09:42.720
Quinter is at the mercy
of the free market.
09:42.840 --> 09:47.360
And when I say free, I mean free.
Without any government intervention.
09:47.480 --> 09:50.600
Of course we have honest entrepreneurs.
09:50.720 --> 09:55.000
But we also have criminals
simply posing as entrepreneurs:
09:55.120 --> 09:57.280
The water cartel.
10:06.120 --> 10:10.600
I can spot the cartel a mile away.
Those men with their pipes...
10:10.720 --> 10:14.960
hoses and tools.
They\'re richer than everyone else...
10:15.080 --> 10:19.640
since it takes money
to set up a new water network.
10:19.760 --> 10:24.320
And they\'re rich enough to bribe
both the police and the water company.
10:24.440 --> 10:29.400
That\'s how the man in blue stays
in charge of the water.
10:36.200 --> 10:41.000
This is the main pipe
we use for tapping water.
10:41.120 --> 10:48.560
So I had to dig very deep.
I had to dig as deep as this.
10:48.680 --> 10:54.520
It takes a lot of money
to set up these illegal networks.
10:57.680 --> 11:02.120
This is where my pipe runs.
11:07.160 --> 11:12.440
Over here. A lot of people urinate
in there, so I won\'t touch it.
11:12.560 --> 11:17.080
Two elbows.
11:19.960 --> 11:23.800
If we don\'t have any,
I will have to run out and get them.
11:25.760 --> 11:29.280
It seems there\'s no water.
There\'s no water on Mondays.
11:31.160 --> 11:35.040
Are you with the cartel or not?
-Me?
11:35.160 --> 11:38.040
I am.
I don\'t pay for the water at all.
11:38.160 --> 11:41.040
I was in crime before I started this job.
11:41.160 --> 11:47.360
I wouldn\'t be here without this job.
I would have been dead by now.
11:47.480 --> 11:50.040
Many of my friends are dead.
11:51.440 --> 11:54.440
But ever since I got into
this line of work...
11:54.560 --> 11:57.720
my days of starvation are finally over.
11:57.840 --> 12:00.640
I love water trade.
It helps people.
12:00.760 --> 12:04.080
So basically I\'m helping people.
12:04.200 --> 12:08.520
And, in turn, they help me.
If people show up here...
12:08.640 --> 12:12.800
without any money to pay me,
I\'m still willing to help.
12:25.760 --> 12:30.000
Of late, a new police unit is
patrolling the streets.
12:30.120 --> 12:32.320
The water police.
12:46.800 --> 12:50.680
This is an illegal pipeline.
We have to remove it.
12:51.840 --> 12:57.280
They\'re using three separate pipes
to tap the main pipe.
13:02.880 --> 13:07.720
We are aware. That\'s where the water
for this neighbourhood was from.
13:07.840 --> 13:12.680
Because... We are aware
of the fact that there are cartels.
13:12.800 --> 13:14.800
And they are really strong.
13:15.720 --> 13:21.280
They are ruthless.
They\'re ready to do anything...
13:21.400 --> 13:25.240
to achieve what they want
without paying a dime.
13:27.040 --> 13:29.440
That is the work of the cartels.
13:38.000 --> 13:40.360
They leave us with mixed feelings.
13:40.480 --> 13:45.280
None of the residents wants to give
an arm and a leg for illegal water.
13:45.400 --> 13:49.680
But this government isn\'t battling
injustice here. If it was...
13:49.800 --> 13:53.720
they would have set up
an official water system first...
13:53.840 --> 13:59.600
before shutting down the illegal ones.
Now they\'re merely doing the latter.
14:00.600 --> 14:03.840
We have agreed, enough is enough.
14:03.960 --> 14:07.960
If someone decides
to connect to the water main...
14:08.080 --> 14:12.960
and the water police knows who it is...
14:13.080 --> 14:17.760
we will arrest them
and throw them in prison.
14:17.880 --> 14:20.200
We are sparing nobody.
14:20.320 --> 14:25.600
They can try and bribe us,
but they will not be successful.
14:25.720 --> 14:29.800
If you\'re tapping water illegally,
we are coming for you.
14:31.320 --> 14:34.280
Wherever you are,
we are coming for you.
14:36.160 --> 14:40.200
Regardless of your status,
we are coming for you.
14:41.640 --> 14:47.880
But this is only to let the cartel know
they have yet to receive their kickbacks.
14:56.400 --> 15:03.160
Back to Quinter\'s story.
The woman we met at the doctor\'s.
15:03.280 --> 15:08.520
What happened to her,
is telling of the area\'s water scarcity.
15:09.680 --> 15:15.320
And the perpetrator is still out there.
But I\'ll get back to this later.
15:16.440 --> 15:22.360
Shutting down illegal pipelines
endangers the entire community.
16:36.560 --> 16:40.480
Truth be told,
it doesn\'t really surprise us...
16:40.600 --> 16:43.160
that fires break out every so often.
16:43.280 --> 16:47.720
Trust me. A few days from now,
a new family will have moved in already.
16:49.920 --> 16:55.800
Fortunately, everyone survived this time.
But they\'ll have to look for a new place.
17:01.880 --> 17:08.760
After the party, I heard people
yelling out: \'There\'s a fire.\'
17:08.880 --> 17:15.360
I heard a child\'s voice.
So I ran outside.
17:15.480 --> 17:22.320
I shouted:
Wake up, there\'s a fire.
17:22.440 --> 17:25.600
Then I went in again.
17:26.880 --> 17:33.680
I tried to save
whatever I could get my hands on.
17:35.360 --> 17:39.320
If we had enough water,
we could have saved most things.
17:39.440 --> 17:46.520
But there wasn\'t enough water,
and the fire brigade turned up too late.
17:46.640 --> 17:50.040
That\'s why most things
were lost in the fire.
18:00.600 --> 18:04.360
If you have enough money,
you will also have enough water.
18:08.320 --> 18:13.640
For several years now,
the water cartel is facing a new rival.
18:14.680 --> 18:18.120
So you\'re going to buy pipes...
18:18.240 --> 18:21.440
for the rooftop tank, or what?
18:24.000 --> 18:30.120
Okay. Okay, thanks for the call.
See you in the afternoon. Okay, bye bye.
18:30.240 --> 18:35.520
This foreigner has taken it upon himself
to stand up to the water cartel.
18:36.760 --> 18:40.960
He\'s very proud of the machine
he developed.
18:43.080 --> 18:47.760
He gave it a catchy name:
the prepaid water ATM.
18:48.640 --> 18:54.520
We gave birth to the so-called
prepaid water ATMs.
18:54.640 --> 18:59.480
With these water dispensers
Marcel is hoping to solve our problems.
19:01.760 --> 19:05.200
I had a wife and two children
in the Netherlands.
19:05.320 --> 19:10.240
I never intended for such a long stay.
It was supposed to be a year at most.
19:10.360 --> 19:15.000
But things turned out differently.
And...
19:15.120 --> 19:19.520
The prepaid water ATMs
have proven to be a huge success.
19:19.640 --> 19:24.680
Users are no longer dependent on
the few people in charge of water supply.
19:24.800 --> 19:30.720
The Nairobi water cartels, for example,
or anyone else in a position of power.
19:30.840 --> 19:36.400
Of course there\'s always the risk
of some form of exploitation.
19:38.160 --> 19:41.480
Would you say
you\'re rivalling the water cartel?
19:41.600 --> 19:44.800
You could say that.
19:44.920 --> 19:48.640
I\'m sure they\'re unhappy with
our water dispensers...
19:48.760 --> 19:53.640
that allow people to buy water
whenever they want.
19:53.760 --> 19:59.760
The cartels obviously want to remain
the only water suppliers...
19:59.880 --> 20:02.480
and sell it for exorbitant prices.
20:07.200 --> 20:09.880
I\'ve been able to find a house.
20:11.400 --> 20:14.120
Over there.
20:14.240 --> 20:16.680
It\'s okay.
I\'ll stay here for now.
20:19.200 --> 20:25.960
There\'s a sewer down there,
but they have built a brick wall.
20:40.880 --> 20:46.960
I don\'t have any strength left.
I\'ve lost all my strength in the fire.
20:47.080 --> 20:51.760
Do it for your little girl.
Don\'t say you\'ve given up hope.
20:51.880 --> 20:56.080
Kayla needs you.
20:56.640 --> 21:00.080
You shouldn\'t say you\'ve given up hope.
21:01.000 --> 21:04.400
Quinter isn\'t just sad
because of the fire.
21:04.520 --> 21:09.320
She\'s in trouble with the water cartel...
21:09.440 --> 21:12.560
and all of her friends know.
21:12.680 --> 21:14.760
That\'s a big one.
21:21.240 --> 21:24.280
Use the bag to cover this area.
21:35.880 --> 21:41.160
Here\'s the mattress.
This is where you\'ll sleep.
21:54.440 --> 21:57.040
Be careful.
22:08.240 --> 22:14.040
I never expected
our saviour to look like that.
22:20.520 --> 22:24.480
But I\'m giving him
the benefit of the doubt.
22:35.800 --> 22:40.280
By now he has already sold
over 200 water dispensers in our district.
22:43.880 --> 22:48.720
But has our situation improved?
I don\'t know.
22:57.880 --> 23:02.360
I\'ve decided to tell him the truth
about his water tanks.
23:07.920 --> 23:10.920
So we call these people cartels.
-Yes.
23:11.040 --> 23:13.400
They\'re dominating the area.
23:13.520 --> 23:17.200
They own the area
when it comes to the issuing of water.
23:18.080 --> 23:21.120
Most of them don\'t work.
23:21.240 --> 23:23.840
Out of 17,
only 2 are in operation.
23:23.960 --> 23:29.160
The cartels are fighting back
to protect their interests...
23:29.280 --> 23:32.920
and are making sure that whatever is
helping the community should not operate.
23:33.040 --> 23:37.240
There\'s a number of them
that have been totally demolished.
23:37.360 --> 23:40.200
They just come with a big hammer
and smash it.
23:40.320 --> 23:43.800
They take away the stones
and take the tanks.
23:43.920 --> 23:48.480
And everything... You just find...
It is flat. Nothing.
23:57.720 --> 24:00.240
What happened to this machine?
24:00.360 --> 24:04.720
This one always has a mechanical problem.
It\'s now almost three years.
24:04.840 --> 24:07.000
Almost three years of not working.
24:07.120 --> 24:10.320
Installed five years ago,
and now three years already not working.
24:10.440 --> 24:15.040
I\'ll definitely follow up with
the big boss of the informal settlements.
24:15.160 --> 24:17.040
He\'s called Kagiri.
24:21.400 --> 24:24.000
Yes. Hello, Kagiri.
How are you?
24:24.120 --> 24:27.280
I\'m good, thank you.
-That\'s okay.
24:27.400 --> 24:32.040
I\'m in Mathare. I was checking
on a few of the ATMs...
24:32.160 --> 24:37.200
with one of the community leaders here.
What is the reason that repairs...
24:37.320 --> 24:39.920
are not being done?
24:40.040 --> 24:45.160
Marcel thinks he can get us water
just by making a phone call.
24:46.160 --> 24:50.320
But the government doesn\'t care
whether or not we have water.
24:50.440 --> 24:53.520
Sorry, all of a sudden you got lost.
24:54.960 --> 24:57.640
The contract had to adapt.
24:57.760 --> 25:04.200
Because after the warranty ended,
we were getting replacement parts issues.
25:05.720 --> 25:11.720
I can also maybe share your number.
I can\'t promise anything. I can\'t.
25:11.840 --> 25:16.280
After a sale, customers are free
to do as they please.
25:16.400 --> 25:18.880
At the same time,
it\'s a shame.
25:19.000 --> 25:23.520
Because the dream we had six years ago...
25:23.640 --> 25:30.000
of installing 2,500 dispensers to provide
the slums with water at a low price...
25:30.120 --> 25:32.120
hasn\'t come true.
25:32.240 --> 25:36.600
I\'m not cynical about Marcel.
At least he\'s trying...
25:36.720 --> 25:41.400
I\'m not giving up yet.
-...to help those without water.
25:41.520 --> 25:47.480
All the same, the cartel is still
the sole supplier of water in the area.
25:48.720 --> 25:54.240
Most of my customers are female,
as they use the most water.
25:59.720 --> 26:06.440
If a customer is unable to pay,
and she\'s pretty...
26:06.560 --> 26:11.160
I\'m not always able to contain myself.
26:11.280 --> 26:15.760
If no one else is around,
I fondle them and sleep with them.
26:17.880 --> 26:22.240
Are you aware that sleeping with them
is considered rape?
26:23.240 --> 26:29.840
I know it\'s wrong,
but it\'s the only way to help them.
26:29.960 --> 26:34.160
I did it to eight or ten women.
But I didn\'t really want to.
26:34.280 --> 26:37.440
Have you ever been investigated
by the police?
26:37.560 --> 26:43.360
No. I tell these women:
If you tell the police, I will kill you.
26:43.480 --> 26:46.080
So they\'re too afraid to say anything.
26:47.080 --> 26:49.000
So you raped Quinter?
26:50.000 --> 26:56.040
That\'s right. I raped Quinter.
She never told anyone.
26:56.160 --> 27:03.200
Neither of us wanted to, but it was
the only way to help each other.
27:03.320 --> 27:07.280
Why did you agree to this interview?
27:07.400 --> 27:13.520
I agreed to this interview
because I want to provide for my family...
27:13.640 --> 27:17.280
and turn my life around.
I would like to be a better man.
27:37.080 --> 27:39.200
Do you want to take a nap?
27:39.960 --> 27:46.160
Why don\'t you lie down for a bit.
You can sleep here.
27:50.280 --> 27:52.920
When I got off work it was already late...
27:53.040 --> 27:59.160
and I didn\'t have a drop of water
in the house.
27:59.280 --> 28:03.200
So despite the late hour,
I decided to get some water.
28:03.320 --> 28:08.680
I saw a man who always
put my water purchases on the slate.
28:08.800 --> 28:11.600
He said:
\'Do you need water at this hour?
28:11.720 --> 28:17.840
I hope you brought the money
you owe me from last time as well.\'
28:17.960 --> 28:23.360
But I didn\'t have any money with me.
28:26.120 --> 28:28.640
He pushed me to the ground...
28:29.640 --> 28:35.440
and tied me up.
28:36.440 --> 28:39.840
And then he forced me
to have sex with him.
28:40.840 --> 28:47.320
But we didn\'t use any protection.
28:47.440 --> 28:53.320
Afterwards he told me
my water debt had been paid.
29:07.120 --> 29:11.800
As long as the cartels stay in power,
the government turns a blind eye...
29:11.920 --> 29:17.160
and continues to take bribes,
foreign water projects are demolished...
29:17.280 --> 29:19.680
and the drought gets worse...
29:19.800 --> 29:24.600
there\'s only one person you can turn to.
29:55.280 --> 29:58.240
I want to bring this to your attention.
29:59.600 --> 30:01.800
That fire is a kind of calamity.
30:03.200 --> 30:06.320
Water is also a kind of calamity.
30:07.920 --> 30:11.160
We\'re crying because we don\'t have rain.
30:11.280 --> 30:15.360
Rain shall surely be a blessing to us.
30:15.480 --> 30:19.040
To bring a blessing,
so that we can have enough food.
