In the United States, three Chinese dissidents fight for democracy against a superpower through art, petition, and grassroots organizing. At a remote sculpture park in the California desert, sculptor Weiming Chen is on a ladder, welding the finishing touches on a massive three-story sculpture made out of steel rebar. The original sculpture went up in flames a year ago. The “art collector” who commissioned the original sculpture is charged for spying on the artist and burning down the sculpture. Juntao Wang, a primary organizer of the 1989 Tiananmen Square protests and one of the world’s most renowned Chinese dissidents, has led the Democratic Party of China for more than a decade from the New York headquarters. While showing support for Taiwan’s democracy, his opposition party is outnumbered and violently attacked. Living outside the Chinese Embassy in Washington, D.C., asylum seeker Chunyan Wang takes her protest directly to the Chinese Vice Premier during the U.S.-China trade talks, but she is arrested and charged with a criminal case, facing 10 years of imprisonment if found guilty. Combining intimate observational footage, rich archival materials and investigative approach, the film uncovers transnational repression by an authoritarian state targeting dissidents who are keeping the democratic flame alive during the darkest hours.

1
00:00:00.000 --> 00:00:10.802
2
00:00:10.802 --> 00:00:14.556
Five in custody as of right now,
awaiting appearances in court.
3
00:00:14.889 --> 00:00:18.351
The allegations read
like something out of a spy novel.
4
00:00:18.685 --> 00:00:23.898
Stalking, spying, all on behalf
of the Chinese Communist Party.
5
00:00:24.524 --> 00:00:29.487
All of these victims were targeted
because of their pro-democracy views.
6
00:00:30.071 --> 00:00:33.450
And one shows a campaign
to surveil and harass
7
00:00:33.450 --> 00:00:37.454
an artist engaged in free
and peaceful expression.
8
00:01:19.120 --> 00:01:20.371
It\'s a crazy story.
9
00:01:21.790 --> 00:01:23.083
Justice Department charging five people
10
00:01:23.083 --> 00:01:25.543
with stalking, harassing and spying on
11
00:01:25.543 --> 00:01:27.837
Chinese dissidents living in America.
12
00:01:28.088 --> 00:01:29.380
This investigation is still ongoing, Nicole.
13
00:01:29.380 --> 00:01:31.132
More arrests possible.
14
00:01:31.132 --> 00:01:33.927
The scheme also involved plans to spy on the dissidents.
15
00:01:35.053 --> 00:01:37.847
Ziburis pretended to be an art dealer
16
00:01:37.847 --> 00:01:40.350
in order to meet with the dissident artist.
17
00:01:40.391 --> 00:01:42.477
While meeting with the dissident,
18
00:01:42.477 --> 00:01:45.647
Ziburis surreptitiously installed surveillance cameras
19
00:01:46.147 --> 00:01:47.190
and GPS devices
20
00:01:47.190 --> 00:01:50.652
around the dissident’s workplace and on his car.
21
00:03:06.477 --> 00:03:08.563
At today\'s hearing of the Congressional-Executive Commission
22
00:03:08.563 --> 00:03:09.355
on China,
23
00:03:09.355 --> 00:03:11.441
the threat of transnational repression from China
24
00:03:11.441 --> 00:03:13.193
and the U.S. response will come to order.
25
00:03:14.068 --> 00:03:16.696
In this hearing, we will examinate part of that toolset
26
00:03:16.696 --> 00:03:18.406
that targets individuals and communities
27
00:03:18.406 --> 00:03:19.949
at a very personal level.
28
00:03:19.949 --> 00:03:21.784
Transnational repression.
29
00:03:22.076 --> 00:03:25.747
This long arm of authoritarianism across borders
30
00:03:25.997 --> 00:03:28.291
is not just a violation of human rights,
31
00:03:28.291 --> 00:03:31.753
it is a violation of countries’ national sovereignty.
32
00:03:31.753 --> 00:03:33.379
You know last year on June 4th,
33
00:03:33.379 --> 00:03:35.423
to commemorate the 32nd anniversary
34
00:03:35.423 --> 00:03:37.425
of the horrific Tiananmen Square massacre,
35
00:03:37.425 --> 00:03:40.595
I attended the unveiling of a work of art
36
00:03:40.595 --> 00:03:44.015
at Liberty Sculpture Park in Yermo, California.
37
00:03:44.015 --> 00:03:46.726
There, the Chinese immigrant sculptor Chen Weiming
38
00:03:46.726 --> 00:03:51.022
introduced an iconic work entitled “CCP Virus.”
39
00:03:51.314 --> 00:03:52.899
A little over a month later however,
40
00:03:52.899 --> 00:03:55.068
the sculpture had been burned to the ground.
41
00:03:55.068 --> 00:03:58.238
As this incident suggests,
today\'s hearing is so timely,
42
00:03:58.238 --> 00:04:00.198
because China\'s long arm of repression
43
00:04:00.198 --> 00:04:03.243
is not something that occurs “over there”
44
00:04:03.243 --> 00:04:05.578
but right here in the United States of America.
45
00:06:30.348 --> 00:06:32.725
We\'re taking a look at the
Tiananmen Square anniversary.
46
00:06:32.725 --> 00:06:34.102
Our guest here from New York,
47
00:06:34.102 --> 00:06:36.854
Juntao Wang,
a Chinese democracy advocate.
48
00:06:37.480 --> 00:06:41.651
Mr. Wang, are there still
some of your associates from those days
49
00:06:41.651 --> 00:06:44.821
who are still in prison
or facing oppression from the government?
50
00:06:45.696 --> 00:06:47.573
You know, after the crackdown,
51
00:06:47.573 --> 00:06:51.994
many Chinese were arrested and got punished
from the government including me.
52
00:06:52.203 --> 00:06:56.165
In 1991, I got 30 years from my government
53
00:06:56.165 --> 00:06:59.001
because of my involvement in the movement.
54
00:06:59.001 --> 00:07:01.295
I was jailed in a small jail
55
00:07:01.295 --> 00:07:03.214
and I got a severe disease
56
00:07:03.798 --> 00:07:06.050
and without medical treatment.
57
00:07:06.050 --> 00:07:10.763
But because my relatives and my family members
58
00:07:10.763 --> 00:07:13.641
told the international world
what happened to me,
59
00:07:13.641 --> 00:07:17.645
and then the international world
gave a very strong response.
60
00:07:17.645 --> 00:07:21.774
In 1994, under the request from the former President Clinton,
61
00:07:21.774 --> 00:07:24.902
Chinese government sent me to the United States.
62
00:07:24.902 --> 00:07:26.863
And are you permitted to go back to China?
63
00:07:26.863 --> 00:07:27.196
No.
64
00:07:27.196 --> 00:07:29.657
When I was sent here,
65
00:07:29.866 --> 00:07:31.993
the government told me
66
00:07:31.993 --> 00:07:34.829
when I got healthy,
67
00:07:34.829 --> 00:07:36.664
I could go back to China.
68
00:07:36.664 --> 00:07:37.748
But up till now,
69
00:07:37.748 --> 00:07:40.001
I still wait for the Chinese government’s
70
00:07:40.001 --> 00:07:41.836
response about my request.
71
00:10:25.458 --> 00:10:27.501
Hi, how’re you?
72
00:10:27.835 --> 00:10:29.086
Hi ma’am, how’re you doing?
73
00:10:29.086 --> 00:10:29.754
How’re you?
74
00:10:29.754 --> 00:10:31.380
I\'m fine, thank you.
75
00:15:41.231 --> 00:15:43.317
Free, free China!
76
00:15:43.317 --> 00:15:45.110
Free, free China!
77
00:15:45.110 --> 00:15:46.987
Free, free China!
78
00:15:46.987 --> 00:15:48.781
Free, free China!
79
00:15:48.781 --> 00:15:50.240
Democracy China!
80
00:15:50.240 --> 00:15:51.951
Democracy China!
81
00:15:51.951 --> 00:15:53.494
Human rights China!
82
00:15:53.494 --> 00:15:55.245
Human rights China!
83
00:16:10.552 --> 00:16:16.183
Free, free China!
84
00:16:37.037 --> 00:16:39.790
Their gate is right back here
to the embassy.
85
00:16:40.457 --> 00:16:43.877
So being in the area
of the gate is technically
86
00:16:44.795 --> 00:16:47.464
interfering with their pathway
in and from.
87
00:16:47.715 --> 00:16:48.757
They told me to...
88
00:19:10.524 --> 00:19:11.692
Are you recording?
89
00:19:13.277 --> 00:19:14.153
Yes.
90
00:19:18.282 --> 00:19:20.200
Are you able to translate for us?
91
00:19:21.160 --> 00:19:22.452
Sure.
92
00:19:25.581 --> 00:19:28.458
Would you mind telling her
93
00:19:28.458 --> 00:19:29.960
that when we spoke yesterday,
94
00:19:29.960 --> 00:19:33.797
we told her that during the event,
she has to relocate for a few hours,
95
00:19:33.797 --> 00:19:36.884
but can keep protesting?
96
00:19:56.904 --> 00:19:58.280
I’m trying to make this
as easy as possible.
97
00:19:58.280 --> 00:19:59.406
I\'ll give you about
10 minutes.
98
00:19:59.406 --> 00:20:01.200
I\'ll come back out
and check on you.
99
00:20:01.200 --> 00:20:02.784
If not, then...
100
00:20:03.869 --> 00:20:06.246
we\'ll have some officers
assist you in moving everything.
101
00:22:35.479 --> 00:22:39.191
There were orders from the university
leadership to take it down,
102
00:22:39.191 --> 00:22:42.152
and that\'s what happened
under the cover of darkness
103
00:22:42.152 --> 00:22:44.821
during the Christmas holiday
when most people were off campus.
104
00:23:10.889 --> 00:23:13.392
A million demonstrators
have filled the streets of Beijing
105
00:23:13.392 --> 00:23:15.685
and there have been
demonstrations for democracy
106
00:23:15.685 --> 00:23:19.689
in all but two of China\'s
26 provinces and regions.
107
00:23:19.689 --> 00:23:21.483
In such a revolutionary situation,
108
00:23:21.483 --> 00:23:23.527
the atmosphere is pregnant with rumor.
109
00:23:23.527 --> 00:23:26.071
Will the government move troops in
to break up the demonstrations?
110
00:23:26.363 --> 00:23:29.199
I don\'t think they will take action.
111
00:23:29.366 --> 00:23:33.745
Meeting in the Great Hall of the People,
Premier Li Peng declared,
112
00:23:33.745 --> 00:23:36.498
“The social order of Beijing
is in chaos.”
113
00:23:49.553 --> 00:23:50.679
The brutal assault
114
00:23:50.679 --> 00:23:53.515
by an estimated 30,000 Chinese troops
115
00:23:53.515 --> 00:23:56.476
ended at Tiananmen Square in the heart of Beijing,
116
00:23:56.476 --> 00:24:00.105
where thousands of students
have been staging a sit-in for democracy
117
00:24:00.105 --> 00:24:01.815
for the past three weeks.
118
00:24:05.193 --> 00:24:09.865
After hours of shooting
and facing a line of troops,
119
00:24:09.865 --> 00:24:12.117
the crowd is still here.
120
00:24:12.117 --> 00:24:14.494
They’re shouting,
“Stop the killing!”
121
00:24:14.494 --> 00:24:16.163
and “Down with the government!”
122
00:24:17.122 --> 00:24:20.834
Soldiers fired automatic weapons
into crowds of civilians
123
00:24:20.834 --> 00:24:22.919
and the casualties
were staggering.
124
00:24:22.919 --> 00:24:27.299
The Chinese Red Cross says
at least 2600 people were killed.
125
00:24:27.757 --> 00:24:32.262
The Goddess of Democracy statue
has been toppled by Chinese troops.
126
00:24:32.262 --> 00:24:35.932
In Hong Kong, more than 100,000 demonstrators
127
00:24:35.932 --> 00:24:38.143
took to the streets to express outrage
128
00:24:38.143 --> 00:24:40.645
over the bloody crackdown in Beijing.
129
00:24:40.645 --> 00:24:42.522
They are not our government.
130
00:24:42.522 --> 00:24:44.107
They’re crazy.
131
00:24:44.107 --> 00:24:45.442
They’re murderers.
132
00:24:46.902 --> 00:24:48.236
Thirty years ago,
133
00:24:48.236 --> 00:24:49.321
Hong Kong people
134
00:24:49.321 --> 00:24:52.657
supported students in Tiananmen Square.
135
00:24:53.283 --> 00:24:55.243
Now it’s time for us
136
00:24:55.243 --> 00:24:56.369
to come back
137
00:24:56.369 --> 00:24:58.038
to support Hong Kong people.
138
00:24:58.038 --> 00:25:02.709
Free Hong Kong!
139
00:25:02.709 --> 00:25:08.215
We want democracy!
140
00:26:57.741 --> 00:27:01.995
Taiwan\'s president has left for the United States
on a trip that has angered Beijing.
141
00:27:04.164 --> 00:27:05.832
President Tsai Ing-wen has arrived in New York
142
00:27:05.832 --> 00:27:07.917
to start off her 12 day U.S. tour.
143
00:28:20.907 --> 00:28:23.243
Go to that side.
144
00:28:27.038 --> 00:28:27.956
Look!
145
00:29:10.290 --> 00:29:12.584
Which person?
146
00:29:23.470 --> 00:29:25.764
There’s another person too.
147
00:29:30.018 --> 00:29:31.269
That’s nice.
Go on the sidewalk.
148
00:29:36.274 --> 00:29:37.609
Go on that side then.
149
00:29:37.609 --> 00:29:38.943
Yes, no problem.
150
00:29:38.943 --> 00:29:40.195
We want to report who assaulted him.
151
00:29:40.195 --> 00:29:42.781
Go to that side there
and we’ll discuss it when I get there.
152
00:29:42.781 --> 00:29:43.490
No problem.
153
00:29:43.490 --> 00:29:46.493
These guy should have come here.
154
00:29:46.493 --> 00:29:47.702
Which group are you with?
155
00:29:47.702 --> 00:29:49.287
You gotta go to the sidewalk.
156
00:30:50.598 --> 00:30:51.766
Yeah, I\'m the organizer.
157
00:30:51.766 --> 00:30:52.684
- You’re the organizer?
- Yes.
158
00:30:52.684 --> 00:30:54.018
- Can I speak to you?
- Okay.
159
00:30:56.104 --> 00:30:58.273
Where are you from?
160
00:30:58.273 --> 00:30:59.190
You mean group?
161
00:30:59.190 --> 00:31:00.275
What group are you?
162
00:31:00.275 --> 00:31:02.068
China Democracy Party.
163
00:31:02.068 --> 00:31:03.278
Democratic Party of China.
164
00:31:03.278 --> 00:31:04.153
Okay.
165
00:31:04.571 --> 00:31:06.906
You\'re against the person
coming here or you\'re for...?
166
00:31:06.906 --> 00:31:08.867
We support her.
167
00:31:08.867 --> 00:31:09.742
Look, this side...
168
00:31:09.742 --> 00:31:11.119
- Shh!
- Okay.
169
00:31:11.119 --> 00:31:12.036
Don’t yell at me.
170
00:31:12.036 --> 00:31:12.996
Oh, I\'m not yelling at you.
171
00:31:12.996 --> 00:31:15.039
I just want to tell you these guys are...
172
00:31:15.039 --> 00:31:16.541
Who’s with the camera?
173
00:31:16.541 --> 00:31:17.792
I don\'t know.
174
00:31:17.792 --> 00:31:19.168
Who’s that with the camera behind us?
175
00:31:19.168 --> 00:31:20.086
Get rid of them.
176
00:31:20.086 --> 00:31:21.880
- Sir, I\'m making a documentary.
177
00:31:21.880 --> 00:31:23.298
Yeah. No, you\'re not.
178
00:31:24.090 --> 00:31:25.842
We’re going to put you guys in a pen.
179
00:31:26.551 --> 00:31:27.635
This is unacceptable.
180
00:31:27.635 --> 00:31:29.304
Yeah, you\'re right.
They assaulted us.
181
00:31:29.304 --> 00:31:30.972
Nah. Stop, stop.
182
00:31:30.972 --> 00:31:31.973
They assaulted us.
183
00:31:31.973 --> 00:31:33.892
You\'re all going.
Don’t worry about it.
184
00:31:35.435 --> 00:31:36.686
Washington, D.C. this morning,
185
00:31:36.686 --> 00:31:39.814
the delegation from China is arriving today.
186
00:31:40.231 --> 00:31:42.275
Treasury Secretary has already confirmed
187
00:31:42.275 --> 00:31:45.987
that Vice Premier Liu He will be leading that delegation.
188
00:35:52.316 --> 00:35:59.198
Happy birthday to you.
189
00:35:59.198 --> 00:36:03.202
Happy birthday dear Juntao.
190
00:36:03.202 --> 00:36:08.124
Happy birthday to you.
191
00:36:13.421 --> 00:36:23.598
Happy birthday to you.
192
00:36:51.042 --> 00:36:52.877
Oh, let’s bring it over.
193
00:40:58.205 --> 00:41:02.168
In honor of all those
who died for democracy
194
00:41:02.168 --> 00:41:04.837
in Tiananmen Square
and around the world,
195
00:41:04.837 --> 00:41:06.881
we pledge to preserve their memory
196
00:41:06.881 --> 00:41:09.008
and to continue their fight.
197
00:41:09.008 --> 00:41:12.636
We believe that the Chinese
people have a craving for
198
00:41:12.636 --> 00:41:16.265
democratic reform that is
up to them to decide.
199
00:41:16.265 --> 00:41:19.435
And they should not
be mowed over in a tank
200
00:41:19.435 --> 00:41:25.608
because they speak out for their own beliefs
about freedom of expression.
201
00:41:51.926 --> 00:41:53.385
One, two, three, four.
202
00:44:34.129 --> 00:44:37.925
The allegations today included
a heartbreaking story of betrayal.
203
00:44:37.925 --> 00:44:39.593
US government officials said
204
00:44:39.593 --> 00:44:42.304
Shujun Wang,
a naturalized American citizen
205
00:44:42.304 --> 00:44:46.225
and high ranking member
of a pro-democracy organization here,
206
00:44:46.225 --> 00:44:49.186
was secretly working
for the Chinese intelligence agency
207
00:44:49.186 --> 00:44:51.063
called the Ministry of State Security.
208
00:44:51.063 --> 00:44:54.316
Since at least 2015,
209
00:44:54.316 --> 00:44:58.404
Wang abused his position and status within the Chinese diaspora
210
00:44:58.404 --> 00:45:01.824
community in New York City and elsewhere to collect information
211
00:45:01.824 --> 00:45:05.035
about prominent activists, dissidents, and human rights leaders.
212
00:47:57.749 --> 00:48:00.586
Law matters
and lawyers matter
213
00:48:00.586 --> 00:48:04.298
because it matters
who is wielding power.
214
00:48:04.298 --> 00:48:06.592
And that\'s why you matter.
215
00:48:06.842 --> 00:48:09.761
The cases you read in law school
were not just about principles.
216
00:48:09.761 --> 00:48:11.722
They were about people.
217
00:48:11.722 --> 00:48:16.143
Real people who\'ve been injured,
accused, victimized, or persecuted.
218
00:48:16.476 --> 00:48:19.980
And so too,
your law practice will be about people.
219
00:48:19.980 --> 00:48:23.066
Those people are the purpose of your career.
220
00:48:35.871 --> 00:48:37.456
Chuangchuang Chen.
